SEA Comment: Not location specific and does not give rise to environmental impacts. SEA Comment HLG 4 and its objectives align with UN SD Goals: 1 No poverty; 2 Zero Hunger; 8 Deccent Work and Economic Growth; 9 Industry, Innovation and Infrastructure; 10 Reduce inequalities; 11 Sustainable Cities and Communities; 12 Responsible Consumption and Production; 13 Climate Action; and 15 Life on Land. National Planning Framework The NPF sets 10 National Strategic Outcomes, including the development of ‘a strong economy supported by enterprise, innovation and skills’ (NPF p13). The NPF highlights that this objective is to be achieved by building regional economic drivers and by supporting opportunities to diversify and strengthen the rural economy, to leverage the potential of places. Delivering this outcome will require the coordination of growth and place making with investment in world class infrastructure, including digital connectivity, and in skills and talent to support economic competitiveness and enterprise growth. Importantly, the NPF reiterates the importance of ensuring that economic growth is achieved in a sustainable manner, with particular attention to climate change. The NPF emphasises the role that cities, including Cork, play in driving regional economic growth, in particular to attract skills and deliver a critical mass to facilitate investment in excellence. Importantly, the NPF highlights that the economic objectives for Ireland cannot be achieved without considering the delivery of housing, health, social services, community facilities along with a range of other cultural and commercial services. The NPF highlights the requirement to grow and diversify Cork’s employment base by creating the conditions to attract and retain talented innovators and entrepreneurs and to be accessible to investors. They are not location specific and are consistent with a number of RSES and CCDP 2022-2028 objectives. The main objectives CCDP 2022-2028 and other relevant policies listed below.
• RSES themes: Compact Growth, A strong economy and High-Quality International Connectivity • CCDP 2022-2028 themes: Connected city and A City of Neighbourhoods and Communities City Development Plan Objectives 7.1 Strategic Economic Plans and Initiatives 7.2 Supporting Economic Growth and Diversity 7.3 Economic Clusters and Innovation Corridor 7.4 Neighbourhood Community Enterprise Hubs 7.5 Supporting an Economically Inclusive City
