Cork LECP 2024-2029 Final SEA Screening

The Plan shares the vision set out in the Cork City Development Plan (2022-2028):

- “.. Cork City to take its place as a world class city, driving local and regional growth, embracing diversity and inclusiveness and growing as a resilient, healthy, age-friendly and sustainable compact city with placemaking, communities and quality of life at its heart.” This vision is supported by six High-Level Goals which are further elaborated into Sustainable Community and Economic Objectives (see Annex A for more details). Cork City Development Plan 2022-2028 as varied sets out the proposed vision and objectives for the development of the City and its hinterlands over a six-year period. These aim to plan for and support an innovative, vibrant and healthy city. This plan sets a foundation to achieve long-term goals for Cork City that are beyond the timeframe of the plan. For example, the development of a city of neighbourhoods, regeneration of key areas of the City such as the Docklands, delivering the long-term transport plan, and establishing the city as one of the most attractive places in Europe to live and work in. These objectives are embedded in this Plan as a means to ensure that there is a strong foundation to achieve these objectives in the long-term and within the context of future development plans. All planning proposals are assessed against the objectives of the Cork City Development Plan 2022-2028, as varied, and all lower plans must be consistent with this Development Plan. The Plan will have to comply, as relevant, with various legislation, policies, plans and programmes, e.g., SEA and Habitats Directives, including requirements for lower-tier Appropriate Assessment, Environmental Impact Assessment and other licencing requirements as appropriate, that form the statutory decision-making and consent granting framework. Thus, the Plan will form the basis for interventions at a local level that are complementary to and consistent with the Cork City Development Plan 2022-2028 and its associated SEA and AA and the relevant National strategies and policies listed in Appendix 6 of the LECP 2021 guidelines.

The Plan is statutory requirement under the Local Government Reform Act 2014 and must be consistent with overarching local authority plans mentioned above, namely, the Cork City Development Plan 2022- 2028, as varied. Cork City Development Plan 2022-2028, as varied, has undergone full SEA and AA and consultation with environmental bodies. All measures included in the SEA and AA of Cork City Development Plan 2022-2028, and any superseding Plan would apply, as appropriate. In addition to the above key Plans, there is a large number of framework Plans and sectoral Plans relevant to LECP objectives, delivered under other separate Strategies and action plans of the Local Authority. These include all the relevant policies that are linked to the Plan based on the UCC Policy Review shown in the honeycomb graph below.
