4.5 Theme 4: Electric Vehicles and Charging Infrastructure Changing the type of vehicles on the city roads will assist in reducing air pollution in the city. A large scale transformation of both the city fleet, taxi and bus fleets along with widespread acceptance of EV technology by the public can only be achieved by the expansion of a consistent, easily accessible electric infrastructure. This will involve the installation of new charging points; both passive and high speed. Promoting the modal shift away from private petrol/diesel vehicles requires a combination of land use planning policy, development management and local initiatives. The use of detailed, accurate data is vital to optimise electric vehicle infrastructure deployment. This information can be acquired via a survey to assess charge point occupancy rates, user profiles, plug-in time percentage per user and assist in determining priority locations and areas of highest EV requirements.

A national approach to the development of an EV charging infrastructure is set out in the document ‘National Policy Framework on Alternative Fuels Infrastructure for Transport in Ireland ’, (Government of Ireland publication, May 2017). The document outlines the need to develop publically accessible fast chargers to support growth in electric vehicles (EVs). Additional information on Electric Vehicle Home Charger Grant scheme, the Public Charge Point Scheme as well as ESB eCars fast charge project are available at https://www.gov.ie/en/policy-information/e1539- transport-energy/. A survey to inform the development of an EV plan for Cork City will be commissioned over the lifetime of this strategy. A road map for delivery can then be developed in line with national guidance and in conjunction with the designated national authority.
