5.2 Monitoring This air quality strategy will be monitored by the elected members and senior management of Cork City Council to keep a record of progress made in implementing specific actions. Monitoring will be undertaken using key performance indicators (KPIs), which will evolve over time as the process matures and is mainstreamed. These indicators will be used to: » Monitor the implementation of the objectives, measures and actions » Target, justify and monitor funding for action programmes » Mainstream actions through links between sectors and related indicators » Communicate the strategy to policy and decision-makers and other stakeholders » Update the relevant legislation, policy and research information » Compare air quality achievements across sectors, regions and countries. 5.3 Evaluation Evaluation of the air quality strategy will be a systematic and objective process to determine the effectiveness of the actions. Given the complexity of air quality issues, it is essential that implementation of the strategy is a continuous and flexible process, and subjected to periodic review, both in terms of the validity of the underlying scientific assumptions and the appropriateness of projects, policies and programmes. Lessons learned and good practices identified during the monitoring and evaluation of ongoing and completed projects, policies and programmes shall inform future actions, creating an iterative and evolutionary process. This means that actions will be informed by latest research, data and projections. As a result, monitoring and evaluation can help improve the efficiency and effectiveness of the actions set out to improve air quality within Cork City. The monitoring process will also involve documenting air pollution events, which will inform future actions and strategy adaptation. Public communication and outreach is essential to inform and educate residents of Cork City regarding air quality issues. Cork City Council will develop and enhance awareness of the challenges of air quality, keep the public informed on the implementation of this strategy and improve information flows during extreme air pollution events. A specific Communications Plan to support the implementation of the air quality strategy will be developed to disseminate outcomes and updates to the various stakeholders. This will assist in the development of community forums to engage with the public so as to encourage greater participation and behavioural change in all aspects of air quality.
