Cork City’s Local Economic and Community Plan 2024 - 2029
Monitoring and evaluation are critical for understanding the effectiveness of the LECP Action Plan. Regular monitoring allows us to identify successes and areas where improvements can be made. It also ensures accountability, allowing stakeholders to track progress and hold each other responsible for achieving goals. We want our plan to be an agile plan – a plan that can adapt to changing needs over time. SMART Actions There are a total of 122 actions in the Action Plan which you can view in full in appendix 1. We have set out all actions in a SMART manner. This means they are:
S pecific
•
M easurable
•
A chievable
•
R ealistic
•
• T imely This makes it easier to monitor and evaluate their progress.
Ongoing Monitoring And Evaluation The LCDC is responsible for overseeing and directing the monitoring and evaluation of the LECP. Every year, the LCDC will hold a special meeting to review the progress of the action plan. As part of this annual review, they will select six projects that are delivering LECP actions to examine in detail, three from the community sector and three from the economic sector. They will invite the project lead implementor to make a presentation on their progress to the LCDC and relevant Strategic Policy Committee (SPC). We will also ask each Cork City inter-agency to carry out an annual review of LECP actions related to their work. A full review will take place every two years over the course of the six-year plan. This review will be broad and invite all stakeholders to input. Objectives and actions will be examined to see if they are still relevant or have been achieved. Indicators will be quantified and reviewed if necessary. New actions will be considered. A revised action plan will be published in year 2 (2026) and year 4 (2028) of the plan. A final review will take place in 2030. Cork City Council will also monitor the LECP action plan as part of their annual reporting and service delivery plan obligations, as well as through their reporting of the Public Sector Duty to Irish Humans Rights and Equality Commission. Ensuring Continuity and Sustainability of the Plan The LECP is an action plan for the city, delivered by Cork City Council and its partners. It is a continuous conversation that will develop as the years pass and the lifetime of this LECP moves into the creation of a new LECP. It is essential that the implementation of the LECP is continually and appropriately resourced by Cork City Council and its implementing partners. This will ensure it is successful and develop the next LECP.
