Community Resilience: Community resilience is the sustained ability of a community to use available resources to respond to, withstand, and recover from adverse situations. This allows for the adaptation and growth of a community after an emergency situation arises. Community Safety Forums: These locally held meetings that take place in RAPID areas across Cork City and provide an opportunity for community members to secure quick responses and solutions to issues and concerns arising in their neighbourhoods. The Forums are a partnership between Cork City Council and An Garda Síochána Community Policing. Ecosystem: A community or group of living organisms that live in and interact with each other in a specific environment. Education Options Network: An Education and Training Options network promotes awareness of skills and employment-focused further education options like apprenticeships as alternatives to university. Electoral Divisions: There are 3,440 Electoral Divisions (EDs) in Ireland which are the smallest legally defined administrative areas in the State. Cork City is broken up into 53 Electoral Divisions. Energy Performance Contract (EPC): A form of ‘creative financing’ for capital improvement which allows funding energy upgrades from cost reductions. They allow building owners to upgrade their buildings to reduce their energy demand. Evaluation: It measures the impact of actions by comparing the original objectives to the outcomes at the time of evaluation. It evaluates what was accomplished and how.

Foreign Direct Investment: An investor or company buying a significant, lasting interest in a company in another country. It is an important channel for the transfer of technology between countries, promotes international trade through access to foreign markets and can be an important vehicle for economic development. Framework Plan: A document that provides a methodology for directing change in the community over time. This type of plan is to be differentiated from a traditional comprehensive plan such as Local Area Plans that attempts to address in depth and in detail all of the elements required to govern the long-range growth of the area. While providing a powerful long-term vision, it does not attempt to define each and every policy and detail necessary to achieve that vision.

Green Economy: A green economy is an economy that aims at reducing environmental risks and ecological scarcities, and that aims for sustainable development without degrading the environment. Health Action Zone: The Health Action Zones are the HSE South’s response to developing Community Health within specific areas identified and supported through the RAPID Programme. The development of the Health Action Zone concept provided a timely opportunity to target health inequalities.

Health Accessibility: Health accessibility can be defined as the ease of access of health services in terms of distance (geographical distribution), cost, time and workforce availability. It is a prerequisite for a high-quality and efficient health system.
