Cork City’s Local Economic and Community Plan 2024 - 2029

Learnings For New LECP Development:

Pure Cork was developed prior to the availability of government department guidance on putting the plan in place, reviewing the plan and monitoring the actions.

OUTCOME: The development of the new plan was made easier using the new National LECP Guidelines published by central government in 2021.

There were 15 Goals, 98 objectives and 237 actions in Pure Cork. The review determined these were too many and made it unwieldy and difficult to monitor.

OUTCOME: In the new plan, we reduced the goals to 6, the objectives to 36 and the actions to 122.

Some of the actions were duplicated from other plans that were active at that time and so, were not unique to Pure Cork.

OUTCOME: We commissioned a policy review which identified the relevant actions being carried out through other plans and the gaps in service provision that the new LECP could meet. The new plan has tried to feature actions that are unique and not replicated in other plans, where possible. While the very high success rate of completing actions was positive, the review showed that most of these actions were completed early, often within the first two years of the plan and new actions were not added over the lifetime of the plan. And while new actions were being carried out by stakeholders, these were not reflected in the plan. OUTCOME: The new plan will be regularly monitored and evaluated (see chapter 12 for more info). The action plan will be agile and implemented over the 6 years of the plan using three 2-year action plans. This will allow us to add new actions every 2 years. Actions were not SMART – Specific Measurable Achievable Realistic and Time bound. They also did not have Key Performance Indicators (KPIs) – clear and measurable agreed signs of progress.

OUTCOME: All actions in the new plan are SMART.

There were not enough economic related actions in Pure Cork and not enough integration between economic and community.

OUTCOME: The new plan was developed by a multi-sectoral group of experts and stakeholders that represent both the economic and community sectors. This has helped create better integration between the economic and community actions in the new plan.
