Our goal to be ‘A city of learning and culture’, focuses on using lifelong learning, art and culture to create a vibrant and creative city.
We want to make art, learning and cultural activities accessible to all ages and abilities so that they contribute to the economic growth and placemaking of the city. Placemaking is an approach to urban planning and design that focuses on the people who use a space, rather than just the physical structures or buildings.

9.1 Introduction Lifelong learning, for all ages, interests and abilities recognises that people learn in a variety of settings including the home, school, workplace and community. Lifelong learning is supported by formal, non-formal, and informal educational partners, including schools, colleges, community centres, employers, adult education and early years partners. When people keep learning, it improves their job prospects. It also enhances:

Arts and cultural policy plays an important role in shaping the identity and vitality of a city. Art and culture are essential for cities seeking to cultivate vibrant, inclusive, and prosperous communities. They have the power to:
