11.3 How We Will Put This Goal In Place – The 12 Actions (Full Action Plan in Appendix 1)
We will increase accessibility to sports facilities and playgrounds across the city. Placemaking We will ensure that the Placemaking approach, in section 1.1, be central in Cork City Council’s service delivery and amenity development. This approach is focussed on involving the community, as users of the space, in conversations about what they need for the space to become accessible, inclusive, safe and useful. It also prioritises places which can be animated for public use and can bring a positive environmental and social benefit to the city. Pilot Projects For Key Groups We will pilot initiatives encouraging communities of interest, identity, and geography to visually animate ‘new’ spaces to encourage belonging, ownership, and connection. This should include meantime use and co-design of public places. This might include an initiative to highlight the ways in which a yoga group can use a public square for a pop up class or encourage a migrant community to celebrate with a gathering in one of the city green spaces. Assess Community Assets To Help Planning Cork City Council will lead on a city-wide assessment of community infrastructure, assets, spaces and needs to inform planning and resource allocation to the sector. This is in recognition of the fact that the community sector has real needs for meeting spaces, offices, kitchen facilities and storage options across the city. However, until this is shown in map/data form, it will be difficult to respond to these needs.

Support JPC, LCSP, Safety Forums, and Other Initiatives Cork City Council will support the Joint Policing Committee (JPC), the Cork City Local Community Safety Partnership (LCSP) and its associated forums. This includes local, thematic and community specific safety initiatives. This will include ongoing support and facilitation of Community Safety forums which currently take place in RAPID areas across the city. The Forums are a partnership between Cork City Council and An Garda Síochána Community Policing. Forums allow for Community members to secure quick responses and solutions to issues arising in their neighbourhoods. We will make sure that all staff of public services to receive training and support to deal with harassment and intimidation within public spaces. Training – To Support Others Cork City Council will drive the roll out of allyship and bystander training to recognise our role as advocates for marginalised communities. Allyship and Bystander training would provide public sector staff the ability to intervene or assist in situations where vulnerable or marginalised community members felt unsafe. Design For All We will consider, in the design stages of public space and facilities, the accessibility and welcome provided to children and young people. Public places should encourage rather than deter all communities from spending time there. We will also consider design so that it takes account of young and old, mobility, neurodiversity, and care needs.
