Noted and agreed. It is noted that the Draft SEA Environmental Report (ER) has detailed mitigation measures to prevent, reduce and as fully as possible offset any potential significant negative environmental effects due to the implementation of the Strategy. Various defined mitigation measures serve to promote win-win solutions for sustainable development and carbon neutrality. The Strategy is in alignment with all relevant higher order and inter-related plans and programmes. A comprehensive assessment of Plan inter-relationships has been provided in Appendix 1 of the SEA Environmental Report

We note that the Strategy aims to ensure an appropriate level electric vehicle charging network is established in Cork City. This expansion of the charging network should be carried out in a manner that supports environmentally sustainable development, while continuing the transition to a carbon neutral society. You should ensure that the Strategy aligns with key relevant higher-level plans and programmes and is consistent with the relevant national level objectives and policy commitments, such as the National Planning Framework and the Southern Regional Spatial Economic Strategy, Grid 25 Implementation Plan and the Draft Climate Action Plan 2024, for any projects that may arise from implementing the Strategy Ireland’s Climate Change Assessment (ICCA) has been published recently. It provides a comprehensive report on climate change and on the challenges is poses and response options available. Integration into the Strategy We recommend that in finalising the Strategy, the recommendations of the environmental assessment processes are integrated into the Strategy. We acknowledge that the recommendations measures referred to in Section 8 (mitigation measures), have been considered in the Strategy (Section 6 – Implementation Plan). Relationship with other plans and programmes It is worth noting that a number of key plans and programmes are being reviewed at the moment. These include the National Climate Action Plan 2024, the review of the National Planning Framework, and following this will be the review of the Southern Regional Spatial Economic Strategy.
The Grid 25 Implementation Plan was added to the Inter- relationship Assessment contained in Appendix 1 of the SEA Environmental Report.

Noted. It is recommended Cork City Council endeavour to ensure alignment with relevant higher order plans and policy adopted subsequent to adoption of the Strategy. The Strategy is in harmony with the transport related climate action defined in the Cork City and Cork County Local Authority Climate Action Plans.
The Cork County LACAP was added to the Inter- relationship Assessment contained in Appendix 1 of the SEA Environmental Report.
