The Cork City and Cork County Local Authority Climate Action Plans would also be useful to refer to in terms of helping support local authority efforts to decarbonise transport and promote use of the upgraded charging network. Consideration of alternatives We note the approach taken to considering Alternatives in the SEA and acknowledge that the alternatives have been prepared taking into account the EPA’s guidance document Developing and Assessing Alternatives in SEA (EPA, 2015). Section 8 – Mitigation Measures We note the inclusion of Table 8-1 – Proposed Environmental Mitigation Measures related to the Text of the Strategy. Where additional recommendations are proposed, these should be considered in finalising the Strategy. Section 10 – Monitoring Measures We note that Section 10 discusses the environmental monitoring related aspects, and we acknowledge the proposed SEA monitoring programme as set out in Table 10.1. Where possible, you should include information on the monitoring frequency. The Strategy implementation, monitoring and reporting should be aligned with the environmental monitoring and reporting required under the SEA legislation. This will assist in evaluating the environmental performance of the Strategy. Article 10 of the SEA Directive states that the significant environmental effects of implementing a plan/programme shall be monitored in order, inter alia, to identify at an early- stage unforeseen adverse effects and to be able to undertake appropriate remedial action. A comprehensive monitoring programme alongside the Strategy could prove to be particularly useful in terms of filling data gaps, measuring indicators over time and monitoring the “real” effects of implementing the Strategy.

Noted. The SEA Monitoring Programme established for the Cork City Council EV Charging Strategy is contained in the SEA ER. This monitoring programme has been developed in accordance with EPA guidelines entitled 'Guidance on SEA Statements and Monitoring' (2023) and the SEA Directive The monitoring programme is multi-facetted, appropriately focused and has been designed to allow for a flexible and adaptive approach to SEA monitoring during Strategy implementation. The monitoring programme has been designed to inherently measure positive and negative effects and cumulative effects that may arise due to the implementation of the Strategy. The monitoring programme provides a framework for remedial action in the event negative environmental effects arise due to the implementation of the Strategy (see except from the SEA ER below):
