This Monitoring Programme should be flexible enough to consider specific environmental issues and unforeseen adverse impacts should they arise. The Monitoring Programme should also be adaptive in terms of changing environmental targets. It should consider and deal with the possibility of cumulative effects. Monitoring of both positive and negative effects should be considered. If the monitoring identifies adverse impacts during the implementation of the Strategy, Cork City Council should ensure that suitable and effective remedial action is taken. Guidance on SEA-related monitoring, updated in 2023, is available on the EPA website at https://www.epa.ie/publications/monitoring-- assessment/assessment/strategicenvironmental- assessment/06695-EPA-SEA-Statements-and-Monitoring- Report.pdf EPA Guidance on the Tiering of environmental assessments – The influence of Strategic Environmental Assessment on Project level Environmental Impact Assessment (EPA, 2021), may offer useful guidance in terms of future projects that may arise from the policy statement and how their environmental assessments could be linked with this SEA. Future Amendments to the Strategy You should screen any future amendments to the Strategy for likely significant effects, using the same method of assessment applied in the “environmental assessment” of the Strategy. SEA Statement – “Information on the Decision” Once the Strategy is adopted, you should prepare an SEA Statement that summarises: • How environmental considerations have been integrated into the Strategy; • How the Environmental Report, submissions, observations and consultations have been taken into account during the preparation of the Strategy;

“Where monitoring identifies that the implementation of the Draft Strategy is having a significant negative environmental effect, an in-depth review of the Strategy should take place and the Strategy should be updated in a manner that satisfactorily mitigates these environmental effects (i.e., through the adoption of additional environmental mitigation measures). Similarly, where monitoring indicates that potential positive environmental effects associated with Strategy implementation are not being adequately realised, the Strategy should be reviewed and updated in a manner that supports the realization of all potential positive environmental effects, having regard to the overall vision and high-level objectives of the Draft Strategy.”
