Policy context – national contd.

The next decade will see a renewed focus on the delivery suitable housing in Ireland’s urban centres.

The NDP 2021-2030 provides for the enhancement of existing programs under the previous NDP and the establishment of new investment initiatives to support the compact growth of Ireland’s urban areas.

National Development Plan (NDP) 2021-2030 The NDP 2021-2030 sets out the next public investment program to underpin the implementation of the NPF and support and cater for anticipated growth to 2040. Ireland’s largest ever NDP, it provides €165 billion in funding to address issues around housing, health and climate action and address new challenges and opportunities arising from Covid-19. Housing for All (HFA) – A New Housing Plan for Ireland HFA is an ambitious whole- government strategy that aims to address long- stranding issues in Irelands housing sector around supply, affordability and vacancy. HFA aims to increase new housing supply to 33,000 homes per annum and is to be supported with over €20 billion in funding through the Exchequer, the LDA and the Housing Finance Agency up to 2026.

The NDP provides enhanced supports for social and affordable housing and aims to deliver an average of 10,000 new social homes per annum up to 2030. It replaces the Serviced Site Fund with a Affordable Housing Fund to support the delivery of 54,000 affordable homes in the period up t0 2030. The URDF will be extended to 2030, with additional investment to be provided to further support the regeneration and compact growth of Irelands towns and cities.
