14% decrease in the number of Short Term Lets available due to Covid-19.
The Office of the Planning Regulator (OPR) published a pilot methodology for conducting reviews (under section 31AS of the Planning & Development Act 2000, as amended) of Local Authorities’ systems and procedures in relation to the performance of planning functions. These reviews will fulfil one of the key actions under the goals and objectives of the OPR. The City Council is updating processes and procedures to ensure the Development Management’s operation of the planning function meets the criteria set out in the pilot methodology.
To help raise awareness to the STL legislation a social media campaign was undertaken to highlight to the public their obligations under the legislation. Social media posts on different areas of the short-term letting legislation have been shared on the council’s Twitter and Facebook accounts.
Development Contribution Scheme
A review of the City Council Development Contribution Scheme was undertaken mid-2020 and the new scheme was adopted by Council on 14th September, 2020. The Development Contribution Scheme (Draft Amended) 2020- 2022 is intended to be an interim scheme until such time as the new City Development Plan and accompanying Development Contribution Scheme are delivered in 2022. Legislation governing the boundary extension stipulated that the Cork City Development Scheme would apply to the entire expanded City area from 31st May, 2019. In the period between the boundary extension and the review, three key issues emerged in relation to the scheme which was the delivery of residential development agricultural development and manufacturing. A number of reductions were agreed such as 50% reduction for residential developments (housing and apartments), 66.6% reduction for manufacturing (including light industry), 80% reduction for agricultural developments. In addition, the 100% reduction for redevelopment of the family home was changed to a reduction for the first 40sq m only. The Planning Function
Following the announcement on 29th March, 2020 by the Taoiseach of a national lockdown for the country, Government made an order under Section 251A (4) of the Planning & Development Act, 2000 (as amended) which effectively paused the statutory time periods under planning legislation. This was put in place initially from 29th March to 20th April, it was extended to 9th May and further extended to 23rd May essentially adding 8 weeks (56 days) onto the statutory timelines for planning.
