Draft Plan also proposed a Tier 3. The Core Strategy provides details of the zoning tiers. The subject lands are constrained by lack of infrastructure, including water services and transport linkages, and cannot be considered for Tier 2 “ZO 2 New Residential Neighbourhoods” zoning at this time. Recommendation: No change This proposal would result in the rezoning of lands outside of the development boundary of Blarney, would encourage sprawl and erode the strategic gap between Blarney and Tower. Cork City Council considers that there is sufficient zoned land within the development boundary of Blarney to meet the residential needs of its projected population during the lifetime of this Plan. Recommendation: No change. The National Planning Framework (NPF) sets out a two-tier approach to land zoning. National Policy Objective 72a requires planning authorities to apply a standardised tiered approach to differentiate between (i) zoned land that is serviced (Tier 1) and (ii) zoned land that is serviceable within the life of the Plan (Tier 2). The Draft Plan also proposed a Tier 3. The Core Strategy provides details of the zoning tiers. The lands described in the submission as being “ZO 2 New Residential Neighbourhoods” are in fact zoned “ZO 4 Long Term Strategic Regeneration” in the Draft Plan. These lands are not fully
