This is considered to be a reasonable request with respect to a modest portion of land and is deemed acceptable. Recommendation: Change zoning of sites identified from “ZO 21 City Hinterland” to “ZO 1 Sustainable Residential Neighbourhoods”. Hop Island is zoned “ZO 21 City Hinterland” . Parts of the island including access to the mainland are subject flooding. The site adjoins a number of ecological designations including Cork Harbour SPA – a protected European Site – and Douglas River Estuary pNHA. While some development can be considered (subject to normal planning considerations) under the “ZO 21 City Hinterland” zoning objective, changing the zoning to “ZO 1 Sustainable Residential Neighbourhoods” to facilitate residential development in principle is not appropriate at this vulnerable island location given its incompatibility with the flood risk Guidelines and potential impacts
