Cork City Council does not currently have access to such information and there is significant work required to source such information. The Recommendation of the OPR is noted, however Cork City Council does not intend to carry out an appraisal of all rights of way in the City given the substantial legal and administrative issues likely to arise in establish an accurate register of rights of way. The Council is committed to continuing to formalise new public rights of way as they may arise over the life of the Plan. It is noted that Cork County Council have taken this approach in their Draft Cork County Development Plan 2021 and that the OPR raised no concerns with this approach. Recommendation: Amend text in Objective 6.16 Public Rights of Way: Objective 6.16 Public Rights of Way • To be cognisant of the need to preserve all public rights of way in Cork City, encourage opportunities to enhance existing or create new rights of way to improve access to green and blue infrastructure seashore, mountain, lakeshore, riverbank, place of natural beauty or recreational utility and prohibit development that would adversely impact the routes. • To seek to assess, identify and safeguard rights of way in the City Council area within the Plan period.
