Summary of Submission and Observation:

• The submission states that the principal of the subject lands (109 acres/44.2 Ha) at Ardarostig, Bishopstown, who has a contract in respect of these lands, seeks to develop these lands during the lifetime of the new City Development Plan. • The submission is made in the context of concerns regarding the prospects of the City Council delivering housing and employment within the lifetime of the Plan without harnessing alternative private sector supported initiatives on sustainably located and serviced/serviceable lands. • The submission details the need for the plan to be more progressive in the delivery of housing and development that is realistic during the timeframes set out. The strategic rationale, planning context and planning rationale for the proposed rezoning of the subject lands (109 acres/44.2 Ha) at Ardarostig, Bishopstown are set out in detail. • The focus of the submission is a requested change of zoning for 109 acres (44.2 hectares), at Ardarostig, Bishopstown, from ZO 21 City Hinterland and ZO 01 Sustainable Residential Neighbourhoods in the draft Cork City Development Plan, 2022- 2028, and previously forming part of Cork County Council’s Strategic Land Reserve (SLR 6 West) to ZO 02 New Residential Neighbourhood. • The submission refers to lands in Castletreasure and planning rationale behind proposed zonings here. The submission also refers to the Office of the Planning Regulator, in its pre-draft submission of August 21st, 2020, as specifically raising the issue of contingency planning in the event that the infrastructural needs of certain strategic areas, such as the Cork City Docks, cannot feasibly be met in the short term. • The submission questions whether the draft Plan embraces the intention of Cork MASP which requires, inter alia, “in -depth consideration for new locations and initiatives by each local authority (such as the Strategic Land Reserve Initiative undertaken by Cork County Council” (Ref. page 248 of the Southern RSES). • Seek to amend Maps 08, 15 & 16 to change 109 acres (44.2 hectares) of land zoned ZO 21 City Hinterland and ZO 01 Sustainable Residential Neighbourhoods to ZO 02 New Residential Neighbourhood.

Summary of Submission and Observation:

This submission requests the following provisions in the forthcoming CDP for Ardarostig:

• Extend the ZO 02 New Residential Neighbourhoods zoning to include our clients’ lands. Our clients’ lands are currently zoned as the City Hinterland under the Draft Plan however the subject site occupies an important strategic position with Metropolitan Cork which is in close proximity to commercial, business and employment areas. The subject lands are within close proximity to Cork Airport, the N71, N22, public transport, neighbourhood shopping centre and existing residential area. • It is considered that the lands are entirely suitable for development as the site is identified as a Strategic Land Reserve (SLR 6) in the current Ballincollig Carrigaline Local Area Plan 2017. • The rezoning of our client’s site would deliver a socially inclusive and economically v ibrant urban precent within an existing neighbourhood and working environment. It would also provide physical, social and amenity infrastructure with new housing and promote permeability through the site to integrate the location more successfully with the adjoining community to site directly adjoining our clients lands to the north and north west.
