Summary of Submission and Observation:
The submission is primarily in relation to parking.

• The submission states that a parking space in an office or apartment takes as much space and costs as much to build as a bed space and is one of the biggest reason why building new housing is so expensive. • The submission also states that the cost of free parking is also added to the cost of everything else. • The submission states that some people may be willing to pay a lot for parking but most wouldn't if given the choice and more can't afford to and are pushed into homelessness while thousands of unwanted parking spaces paid for by residents in apartment blocks are rented out at a pittance by developers to commuters. • The submission supports the proposals in the draft city development plan to ""decouple"" parking and housing by requiring parking to be built and sold separately from housing in some New docklands developments."

Summary of Submission and Observation:
The submission relates to the preservation of burial grounds, specifically to lands at Bessborough, Mahon and the Carr’s Hill Cemetery.
• In relation to Bessborough, Mahon, the submission references the history of the site and findings of the recent Mother and Baby Home Commission of Investigation (MBHCOI). The submission seeks to preserve the envelope around the Folly in the former Bessborough grounds as a recreational space for all in memory of all the women and children who were incarcerated and who died at the institution, and at the right time to create a fitting memorial and garden space. • In relation to the Carr’s Hill Cemetery, the submission also references the MBHCOI and seeks improvements to parking and access, with specific reference made to the need to cater for mobility impaired access. The submission also suggests that a memorial should be erected here with a description that tells the narrative of the children. • The submission requests that the plan identify an area to keep safe from any development and to preserve as a park/recreational space in memory of the women and children from the ‘Bessborough Mother & Baby home’ and their advocates, and at the right time to create a fitting memorial and garden space . • The submission requests improvements to parking and access at the Carr’s Hill Cemetery, including the need to cater for mobility impaired access.
