from the carbon development levy would be ring-fenced by Councils for carbon mitigation and green infrastructure measures and for retrofitting public housing stock within each local authority. • Planning authorities should include carbon management as a key performance metric, in relation to the built environment, transport and water and it should also consider the measurement of any off-setting measures, such as green infrastructure. • Furthermore, evaluation should include ‘renovation of housing’ and ‘renovation of non - residential buildings’ as a key performance indicator and should refer to the Build Upon Framework to support its delivery. • New GI standards should be introduced to ensure that both design and planting mix of landscape schemes directly support biodiversity, carbon sequestration and the creation of ecological and pollination corridors in both urban (private gardens, street, and roadside verges) and rural areas. This should also refer to the ecosystem approach to decision making – so that all development considers how it can enhance or impact on ecosystem services with the local authority area. • In addition, the parks division of LAs should facilitate the re-wilding and the expansion of urban meadows in accordance with the All-Ireland Pollinator Plan. Local authorities should promote the use of designated open space in housing developments and any vacant/underused public land, for communal gardening, hedge and tree planting, wilding and/or growing of vegetables.

Summary of Submission and Observation:

The purpose of this submission is to seek the extension of the proposed ZO 9 Neighbourhood and Local Centre of the existing Lidl Foodstore Lands to reflect the existing permitted pattern of established retail provisions at West City Retail Park, Innishmore, Ballincollig, Cork, and that such be reflected/presented within the new Cork City Development Plan 2022 – 2028. The submission states that restricting the proposed ZO 9 Neighbourhood and Local Centre the footprint of the current Lidl Foodstore does not facilitate for any redevelopment/expansion opportunity of the existing West City Retail Park, inhibits competition, preserves existing commercial interests, and prevents innovation, which is contrary to the Retail Planning Guidelines (2012).

The submission further notes that the SuperValu proposed ZO 9 Neighbourhood and Local Centre Lands are not restricted to the current Building Footprint and include greenfield lands and the parking areas.

The submission details the sites context, the relevant planning history in the area, the planning policy, retail policy context and planning rationale for the requested change.
