Summary of Submission and Observation:
• The submission seeks that the subject lands in (western) Blarney be zoned for the purposes of residential development and also public open space / sports grounds (public amenity) for the public benefit of Blarney. The eastern portion of the landholding is designated for ZO-02 in the Draft Plan and the western portion ZO- 21: City Hinterland . The proposed rezoning is requested on the grounds that: • The submitters are prepared to give significant planning gain in the form of public open space / sports grounds / public amenity or to improve the local network of streets; • The challenge of delivering housing targets will require additional supply-side provision of land to meet those targets. The suggested zoning amendment is logical and grounded in a strong evidence base which is founded on the sustainable principles of a TOD / rail-based growth strategy which, in the case of Blarney, has a realistic chance of being developed in the lifetime of the development plan. It is suggested that Cork City Council react accordingly to the commitments in the NDP and take appropriate action to zone more lands along this corridor [including Blarney]. Failure to do so will result in unsustainable growth in locations not accessible to the Rail Link / public transport and the failure of Blarney to achieve its strategic role as a metropolitan town. • Designate a portion of the subject site for the purposes of ZO-02 New Residential Neighbourhood; • Designate a substantial area of the subject site as ZO16: Public Open Space; • Designate western portion of subject site as a Future Development Area with ZO21: City Hinterland LUZO retained. • Omit ZO-21 City Hinterland LUZO from eastern portion of subject site forming part of wider landholding, part of which is currently designated for LUZO ZO-02 New Residential Neighbourhoods

• The site at Ballincollig Maglin in the ownership of the client should be rezoned to ZO-02 New Residential Neighbourhood on the grounds that the site is deliverable in the Plan period, the Ballincollig Drainage Study has not yet been placed in the public domain, and the identification for schools provision is inappropriate and is based on a flawed educational strategy for Ballincollig and the legacy of the 2017 LAP land use strategy. • Omit ZO-03 Tier 3 Residential Neighbourhoods LUZO from portion of subject lands at Ballincollig Maglin; • Omit ZO-13 Education from portion of subject lands at Ballincollig Maglin; • Omit ZO-16 Public Open Space from portion of subject lands at Ballincollig Maglin;
• Designate subject lands at Ballincollig Maglin as ZO-02 New Residential Neighbourhood.
