Summary of Submission and Observation:

• The submission welcomes the Draft Plan's declaration of intent to (in effect) rebalance city street allocations back in favour of people who are not in private vehicles. This is long overdue. Reversing the gradual takeover of city streets by private vehicles is now an urgent task, the reasons for which are clear. It is all the more critical given that private car numbers have trebled in the last three decades. Our streets are choked. They need to be reclaimed. The National Cycle Manual is now 10 years old and the development plan should be tied just to this outdated guidance in a fast-evolving field. • Section 4.33 states that new or upgraded cycling infrastructure shall be designed in accordance with the National Cycle Manual 2011 . This should be amended to s ay “and current best practice” as the manual is ten years old and has well recognised deficiencies.

• The site at Ballincollig Maglin in the ownership of the client should be rezoned to ZO-02 New Residential Neighbourhood on the grounds that the site forms part of a larger landholding with a similar level of serviceability and there would appear to be no clear rationale to justify the differentiation in land use zoning objective. • Omit ZO-03 Tier 3 Residential Neighbourhoods LUZO from subject lands at Ballincollig Maglin; • Designate subject lands at Ballincollig Maglin as ZO-02 New Residential Neighbourhood.

Summary of Submission and Observation:

• Farmers’ Cross is a settlement of 60 homes that should be recognised as a settlement and not be categorised as “other locations” in the settlement hierarchy. The development of the airport should take account of the Farmer’s Cross community when it is being planned. The Farmer’s Cross area should not be subject to development restrictions imposed by the ZO21: City Hinterland zoning objective. • Refine Objective 10.51: Strategic Development of Cork Airport to include reference to a project structure that is re presentative of the all stakeholders including residents at Farmer’s Cross and around the airport; and • Refine Objective 10.49: Development of Additional Airport Business Park so that a definition of Airport-related business should be included to differentiate it from other business parks. • Omit ZO- 21 City Hinterland LUZO from subject lands at Farmer’s Cross / Leheghnamore; • Designate Farmer’s Cross / Leheghnamore as a City Hinterland Village in Table 3.1: Settlement Structure and Chapter 2; • Designate Farmer’s Cross / Leheghnamore as ZO -01 Sustainable Residential Neighbourhood in V2:MOs;
