Summary of Submission and Observation:
• The submission seeks to demonstrate that the client’s full site (at Garranedarragh, Bishopstown, Cork) should benefit from a ZO-02 New residential Neighbourhood LUZO on the grounds that there is no difference in the planning circumstances between the different portions of the land. • Omit ZO-21 City Hinterland LUZO from subject lands at Garranedarragh, Bishopstown; • Designate subject lands at Garranedarragh as ZO-02 New Residential Neighbourhood.

Summary of Submission and Observation:
A number of suggestions for improving the Plan are made. Additional observations include:
• The Morrison’s Island upgrade as part of the flood relief works does not make the most of the south -facing quays and reflect the ambition for a ‘world class city’ or the ‘highest standards of architecture and urban design’; • Building Control must come up with solutions to address upper floor vacancy in partnership with a range of other stakeholders; • Explore migration from wheelie bins to group waste solutions in high density areas, such as the City Centre in order to free up footpaths from unacceptable clutter; • The city’s operations need to put biodiversity first and plant trees, stop using wedkillers, creating wildflower management regimes, etc. • The OPW Flood Relief Scheme is not the answer to flood defence in the vity. The proposal should benefit from international review and be comprehensive for Cork City; • Implementation of cycle projects (cycle ways, cycle lanes, covered bike parking in the City Centre) should be advanced quickly. • Objective 2.21: Derelict Sites Register should be refined to include objectives to effectively tackle dereliction (e.g. incentives for property owners); • Objective 3.11: Housing for Older People (Age-Friendly Housing) / Chapter 11 standards should incentivise the development of housing specifically for older people within each and every neighbourhood to enable people to stay within their communities and with supports. Standards should be considered (e.g. infill developments for ageing residents and bungalows ) to enable “Rightsizing” and the freeing up of family housing stock; • Paragraph 9.11 should be rewritten to be open and transparent about what is meant in relation to the OPW Flood Relief Scheme for the City Centre. The proposal to have the option to increase quayside protection by 1.1m should specifically be mentioned rather than “ be adaptable to provide greater protection in the future
