The need to tackle flood risk in other areas of the City should also be addressed (e.g. City Docks, Blackrock, Tivoli and generally the river / tributary channels). • Design criteria should be included in C11: Placemaking and Managing Development for the consideration of proposals for flood defence to enable proper assessment (e.g. to ensure tha t the city isn’t cut off from the river); • Incentive for the provision of PV to the roofs of commercial and industrial buildings in the City to provide resilience in the city in terms of energy production (development standard); • Public realm design objectives should be included in Chapter 11: Placemaking and Managing Development to deal with the design ambition for civic spaces, south-facing quaysides, landmark streets et al. Objective 10.12: City Centre Public Realm might also be expanded to provide qualitative criteria; • An objective to prepare a sequence of Public Realm Strategies for Key Development Areas should be included in Chapter 10: KGA+NDSs (e.g. in relation to the City Centre); • The City Centre section should include an objective to address upper floor vacancy / living over the shop and might include practical commitments to take action (e.g. putting development packages together by means of CPO); • Large developments in the City should be required to demonstrate how they are enhancing the public realm of the City at planning stage. This should be clearly addressed in Chapter 11: P+MD; • Low carbon / green construction – include objectives / standards relating to embodied energy as well as energy consumption in C11: P+MD; • Tree planting targets should be included in the development plan for planning applications and retrofitting the city;

Summary of Submission and Observation:
• We request that the Council extend the ZO 01 zoning to include the subject lands (on Rochestown Road) when finalising the zoning provision for the area. We consider that this will contribute towards the future sustainable growth of the Rochestown area. : • Omit ZO-21 City Hinterland LUZO from subject lands on Rochestown Road; • Designate subject lands on Rochestown Road as ZO-01 Sustainable Residential Neighbourhood.
