Summary of Submission and Observation:
• The submission requests that all of the subject lands at Ballincollig Maglin be included within the ZO-02: New Residential Neighbourhood LUZO on the grounds that a misinterpretation of the Flood Risk GPA 2009 has resulted in lands of 2.25 hectares being zoned as ZO-15 Public Open Space. • Omit ZO 03 Tier 3 Residential Neighbourhoods LUZO from portion of site in Ballincollig Maglin in ownership of organisation making submission; • Omit ZO 16 Public Open Space LUZO from portion of site in Ballincollig Maglin ownership of organisation making submission; • Designate portion of site in Ballincollig Maglin currently benefitting from ZO 03: Tier 3 Residential Neighbourhood to ZO 02 New Residential Neighbourhood LUZO; • Designate portion of site in Ballincollig Maglin currently benefitting from ZO 16 Public Open Space to ZO 02 New Residential Neighbourhood LUZO;

Summary of Submission and Observation:
• Climate change is the most pressing issue our world faces today and urgent action in required to address this worsening crisis. Transport accounts for a significant amount of emissions in Cork City and I urge the Council to place the provision of cycling infrastructure front and centre of the plan to reduce transport emissions. • The expansion of the existing public bike share scheme as set out in Objective 4.4 (Active Travel), to include the Northside of the city and electric bikes; • Amend Objective 4.4: Active Travel by qualifying the rollout of the NTA 5 Year Cycle Plan to develop of a coherent cycle network that meets the needs of the City and contributes to achieving a significant modal shift to cycling. • Lee-to-Sea Greenway – a specific objective is required to include route selection, funding and implementation of the route.
