Summary of Submission and Observation:

• Blarney badly needs additional facilities so that the local people do not have to go to Tower or Blackpool (as suggested by Cork City Draft Development Plan 2022-2028 under paragraph 10.231), to do their shopping and there should be more housing to ensure that the village is growing its population and developing into a thriving town as it deserves to be. The village has been designated as an ACA (Architectural Conservation Area) for many years and has stood still. Now the proposal is to extend the ACA even further. This should be reconsidered. • Amend Blarney ACA boundary by removing the ACA Designation from the Blarney Hotel Park site;

• Omit ZO 02 New Residential Neighbourhood LUZO from Blarney Park Hotel site; • Omit ZO 07 Urban Town Centre LUZO from Surface Car Park

• Designate Blarney Park Hotel site with a ZO 01 Sustainable Residential Neighbourhoods LUZO; • Designate Surface Car Park with a ZO 15 Public Infrastructure and Utilities LUZO

Summary of Submission and Observation:

• The building height strategy for the City Docks will restrict the ability to meet the target densities outlined in Chapter 10: Key Growth Areas / City Docks. • The target building height range for the City Docks should not include a maximum value (Tables 10.6-10.13: City Docks Character Area Guidance and Table 11.2: Cork City Density / Building Heights Standards)

• The building height policy objective to limit building height to 6 storeys fronting onto the River Lee (para. 11.36) should be omitted;
