Summary of Submission and Observation:

• This submission focuses on Development, Heritage, Biodiversity, flood relief, cycling infrastructure, transport and mobility in Blackpool and the wider city area. The submission makes specific references to the River Brides, Blackpool Village, Orchard Court, landscape preservation zone protection and Blackpool Flood Relief Scheme • The River Bride has not been given due attention in the 2022-2028 Cork City Draft Development Plan - it should be recognised as a non-designated area of natural heritage importance, worthy of protection from development that may impact negatively on its biodiverse nature. • Blackpool Flood Relief Scheme in its current form runs contrary to the aims set out in chapter 11 of the Draft Cork City Development Plan under Development Proposals in or Adjoining Watercourse Corridors (p. 506 11.217), specific reference is made to NOT landfilling, diverting, culverting and realignment of river and stream corridors. • Actively protect the mapped Landscape Preservation Zones set out in the plan • Need for high quality/safe cycling infrastructure between Blackpool Village and the city centre to encourage people to cycle/walk - currently this does not exist. • Better access to Orchard Court: - Increase connectivity between Blackpool Village and the Blackpool Retail Park by opening up the approved access along ‘Blackpool Valley Walk’ (Diagram 2.2, 1996 Llewellan Davies Blackpool Local Area Plan) along Great William O’Brien Street, through Orchard Court and through to the Blackpool Retail Amenity Park. A ‘desire path’ currently exists at this location which shows that there is a desire for an access point at this location. - The small green space located at the Northern end of Orchard Court, is well used but neglected. It would be good to see more made of this valuable space. Response and Recommendation to issues located in:

Summary of Submission and Observation:

• This submission welcomes the inclusion of the majority of their lands at Sallybrook within the residential zoning of Glanmire but request the site be rezoned from Tier 3 and ZO16 Public Open Space to Tier 2 New Residential Neighbourhoods. • The submission considers that the ZO 03(Tier 3) and ZO16 Public Open Space zonings are inappropriate for the subject site in view of its serviced nature and adjacency to the existing settlement of Sallybrook with associated employment and education provision. The submission sets out the planning rationale for this request in order to optimize the development potential of this strategic expansion area.

• In support of Strategic Objective 9, Placemaking and Managing Development we request an additional Objective to adopt a Local Area Plan for the River Lee and adjacent parks, footpaths, cycle ways, quayside amenity areas and river frontage. The River Lee Placemaking Network provides a resource for facilitating community input to the process.
