Summary of Submission and Observation:
• The submissions seeks a review of Priority Bus Lane Proposal along Summerhill North. • The submission supports the proposed extension of the Wellington Road/ St. Luke’s Architecture Conservation Area and are very proud of this sustainable neighbourhood, and its architectural and historical significant. T • The submission states that they have serious concerns that the character of this Georgian and Victorian area will be damaged and the ’liveability’ undermined by the pr oposed Bus Priority route1 along Summerhill North. • The submission sets out local planning and environmental context including day time noise rates (from the EPA), parking context and architectural and built heritage. The submission also references the BKS Transport Plan for the area (1960) as an example of another well intentioned but determinantal intervention that was planned for but not built • Requests the Council revisit the proposed Bus Priority route1 along Summerhill North and avoid severing the community by introducing a more nuanced approach. • Suggest making Summerhill North and Wellington Road both one-way. This would contribute towards the continued success of St Luke’s as a sustainable community.

The purpose of this submission is to seek the following be reflected/presented within the new Cork City Development Plan 2022 – 2028:
• Removal of the designation for Proposed ACA as the subject lands are brownfield with no justification or key buildings/groups of buildings of Architectural, Historical or Cultural merit, worthy to Conserve. • Removal of the proposed ZO 02 New Residential Neighbourhoods zoning designation of the subject lands and assign the ZO 01 Sustainable Residential Neighbourhoods, acknowledging the lands being brownfield lands which are fully serviced and located immediately adjacent Blarney Town Centre. • Removal of the proposed ZO 07 Urban Town Centre zoning designation of on the Surface Carpark located to the southeast of the subject lands and assign the ZO 15 Public Infrastructure and Utilities to the extensive Surface Carpark acknowledging the lands being use for the purposes of Carparking located immediately adjacent Blarney Town Centre and serving the Blarney Castle tourism attraction.
