Summary of Submission and Observation:

• Lands comprise a logical and sustainable extension to the city nd should be zoned ZO 03 Tier 3 Residential in line with Cork County Council’s previous commitment to identify the area as a ‘Strategic Land Reserve’ (SLR 12) and the City Council’s previous commitment towards ‘Compact Growth’. • From a strategic perspective, the proposed zoning will provide for increased population growth in an area that is well served by existing infrastructure, community facilities and public transport linkages and will promote sustainable modes of transport. • The proposed site represents a significant underutilised site which adjoins an existing residential area in close proximity to Rochestown and Douglas.

Summary of Submission and Observation:

Ensure housing policies address:

• Meet the housing needs of long term homeless, and •

Adopt recommendations from Report of the Advisory Group on the Provisions of Support, including Accommodation, to Persons in the International Protection Process (Day Report, 2020) relevant to housing, including the ending of Direct Provision (supported in Programme for Government) to be replaced with appropriate housing and support services. Suitable housing should also be made for the needs of victims of trafficking and sexual abuse.

• Ensure health inequalities of marginalised communities are addressed through Plan objectives. Changes to natural and built environments have a big impact on quality of life.

• Amend housing objective to take note of the recommendations from the Irish Human Rights and Equality Commissi on ‘Equality Review of Traveller Accommodation’. These include: a) addressing the Traveller -specific accommodation needs of Cork City Traveller Community and addressing the overcrowding in existing halting sites, and b) respecting the Traveller culture and identity in the provision of accommodation services and horse ownership.

• Identify locations for smaller halting sites situated around the city.

• Ask that the Plan and LECP complement each other in addressing emerging challenges facing the city in terms of social inclusion and changing needs of population.
