• Revise Density and Building Height Strategy to include the North Mall campus within the Primary Urban Corridor and Principle Towns category. Current classification of lands as inner urban suburban is inappropriate given its development potential and location. • Remove the Protected View from St Vince nt’s Sunday’s Well to St Finbarre’s Cathedral as its inappropriate in context of growth objectives. Appropriateness of other protected views should also be assessed.

Summary of Submission and Observation:

• Support for the Circular Economy as well as need for waste prevention and effective waste management. • Include reference to Circular Economy within Chapter 1 Introduction section 1.5 as follows: • ‘Cork City Council plays a fundamental role in the transition from a linear to a circular economy as they are responsible for key policies in public services that affect citizens’ wellbeing, economic growth and environmental quality. This plan will foster the linkages to transition from linear model to a circular model which keeps resources in use for as long as possible.’ • Reference the benefits of engagement with Circular Economy can bring within sections 7.53 and 7.56. • Objective 7.6 Social Enterprises could include circular economy activities such as reuse, repair and recycling initiatives at community level • Within Ch.9 Environmental Infrastructure under section ‘Waste Management’, include reference to the upcoming National Waste Management Plan for a Circular Economy (due early 2022) which will replace the Southern Region Waste Management Plan 2015-2021 and regional waste plans. The new plan will include guidance for siting waste management facilities. • Reference should be made within Ch. 11 sections 11.14 to 11.22 Statements to Support Development Proposals, and 11.265 Management of Construction Sites to the EPA’s soon to be finalised Guidelines on Best Practise Guidelines on the Preparation of Waste Management Plans for Construction and Demolition Waste Projects. These supersede Best Practise Guidelines on the Preparation of Waste Management Plans for Construction and Demolition Waste Projects (2006).

Summary of Submission and Observation:

• Develop and regenerate city centre sites and town centres through careful planning and high-quality public realm with increased green landscaping to enhance urban areas.

• Facilitate urban resilience and recovery through investment in mitigating against legacy issues caused by Covid, remote working, changes to retail and other external factors.

• Consider all options of funding regional projects including encouraging new partnership models such as City Deals and potential of competitive financing.

• Develop transport and land use through a coordinated approach to support compact, urban growth. Ensure enhanced connectivity between regions, including M20 Cork to Limerick motorway and N25 Cork to Rosslare.
