Ard Na Laoi Committee for Sustainability
Summary of Submission and Observation:
Seeks protection of existing attenuation tank at junction of Ard Na Laoi and Middle Glanmire Road which forms part of garden of private house. Site slopes steeply from north to south. Tank is enclosed by a large stone wall to the south, east and north. The submission refers to a number of relevant planning register references. Included in the submission is an extract from a Drainage Division planning report highlighting the location of the existing holding tank.
The submission includes a zoning request that the holding tank and access around should be zoned as Z015 Public Infrastructure and Utilities .

• Include specific reference to the role and mandate of the Land Development Agency (LDA) in progressing plans and delivery of housing and regeneration. Support key Strategic Objectives (SO), especially SO2, SO3 and SO9.
• City Capacity Study should be made publicly available as informs the Core Strategy.
• Parking zone maximums and reducing private car demand measures are welcomed.
• LDA will work closely with CCC to inform the Framework Plan for Blackpool / Kilbarry (Objective 10.76). This Plan could form part of the proposed Framework Masterplan for the wider area as listed in Table 2.5.

‘Cork City Council recognises and supports the LDA’s key role in optimising relevant state lands and progressing plans for regeneration and delivery of compact urban development. The LDA has a key role to play in the master planning, active land management and delivery of strategically important development and regeneration areas in Cork City which will support the Council’s objective for compact and sustainable growth. Cork City Council will work with and support the LDA in the planning, co-ordination and development of the large strategic state-owned assets in order to achieve compact, sustainable growth and the economic and physical regeneration of these strategic areas.’

• Delivery of Relevant State Lands – Cork City Council together with the LDA and relevant stakeholders, will support with recognising and enabling progress on planning for the development and renewal of certain relevant state-owned lands within Cork City as potential key deliverables to achieve NPF growth targets. • Welcome density target in appropriate locations as shown within the Figure 1 Key Cork City Density and Building Height Standards and allows flexibility. However, whilst it is acknowledged that deviations from these land use targets may be considered on their own merits, we would ask greater flexibility on these targets to include a development which has a wayfinding and design function.
• Welcome clarity on funding sources from Urban Regeneration Development Fund, Local Infrastructure Housing Activation Fund, Serviced Sites Fund and Affordable Housing Fund
