Summary of Submission and Observation:

This submission relates to a number of separate chapters in the plan, 2, 3, 6, 7, 10 & 11, seeking amended wording to strengthen sustainable development objectives.

• Seeks amended wording to strengthen compact growth in the city, lowering carbon emissions, to prioritise growth in central locations, amendments to table 2.2 population and housing allocations. Seeks modification of objectives 2.8, 2.9, 2.12, 2.19, 2.23, 2.24, 2.25, 2.26, 2.28, 2.30, • Suggests wording modifications to strengthen supports for infill development. Including the additional wording in objective 3.3, 3.4, 3.9, 3.13, 3.23, 3.24, 3.30 and 3.34 to tie in with sustainable travel, compact growth and increased density. • Suggests clarification of wording in Objective 6.20 to support infill development alongside protecting open spaces. • Suggests lowering requirement for mobility management plans to 50 employees. Suggests new objective in Chapter 7 relating to a presumption against free or subsidised car parking. Seeks modification of objectives 7.10 and 7.13. Suggested wording to make stronger distinctions between large office space in the city and strategic employment zones. • In relation to city docks, seeks modification of objectives 10.26 and 10.31 • Supports increased building heights but historical buildings should be given more weight in terms of determining and protecting the character of an area • In Chapter 11 seeks modification of inter alia objectives 11.1, 11.9. Irish traveller Movement

Summary of Submission and Observation:

• Sites should be identified and zoning of land for Traveller specific accommodation, including transient accommodation, should be mapped and illustrated in the programme, in line with the Planning and Development Act, (2000) as amended, particularly s10(2)(i). • These areas should be clearly marked, and given the lifespan of the development plan, consideration should be given for sites for Traveller Specific Accommodation in the next Traveller Accommodation Programme, including • transient sites. • To eliminate fuel/energy poverty by ensuring that homes built are of the highest standard.
