• Seeks delivery of north side and north west recreational facilities, this to include proposed new park in Blarney and active recreation plans. • Seeking a planned balance between economic growth on the north and south, to explore opportunities for a horse project and water rescue services. • Potential for a horse project and water rescue services • Deliver economic balance between the north south of the city

Summary of Submission and Observation:
• Seeks that 25% of the footprint be designed in such a way as to permit and facilitate off peak usage by the community and voluntary sector, to support community hubs, to support diverse and inclusive communities, develop play strategy as outlined in chapter 6 and to address more than buildings in terms of regeneration. • Seeks specific wording to support delivery of functioning community hub spaces • Supports plans for delivery of inclusive neighbourhoods with consideration for needs of all members of the community. • Supports plans for a ‘just transition’ for a climate aware city would welcome a particular focus on sustainable transport infrastructure to RAPID areas. Seeks this be included in the Framework Plan. • Supports the plan for a play strategy • Sets out support for a number of place specific objectives: • 10.334 Northwest Regional Park • 10.332 regeneration on more than buildings and plan for social/community functions • 10.330 preference is for dual use facilities when funding is sought for new library facilities. The Mahon library should be a pilot site for extended community access to a community hub and library facility • Seeks Council to work with community dept. to develop the placemaking toolkit. • Objects to criterion G of Objective 11.6 – the proposed development will not cause any adverse visual impacts - which has the potential to frustrate the provision of Traveller accommodation in the city.

• Traffic calming measures for Douglas St, including removal of disabled space, additional coach parking and cycling infrastructure • Seeks flexibility in terms of land use to develop potential commercial/office based activities on site. • Improve public realm and pedestrian network, linking major tourist attractions on a linked walking route. • Support the ‘village in the city’ concept for Douglas St traders
• GBI project should be combined into a Douglas Street / South Parish Green Infrastructure Plan • Investment into neighbourhood parks incl. linkages between Parkowen and Quakers and NanoNagle Place
