Summary of Submission and Observation:

• Attached summary report from the Town Centre Health Check carried out by UCC MPlan students in Blarney. Suggested integration of key report findings into the development plan. • Seeks that findings from the Blarney Town Centre Health Centre will be integrated as part of the Plan. These findings include requirement for improved linkages to the hinterlands and to cycle lanes and footpaths, a necessity for a community centre, traffic concerns and lack of housing supply. • More could be done with open spaces in Blarney • Make Clagheen Milcon Fen walk a circular accessible walk for all abilities

Suggested integration of key report findings into the development plan. • Seeks the inclusion of key findings from the Town Centre Health Check for Tower/Cloghroe be included in the plan. These findings include the need to commemorate local history, retaining the village feel of Tower and Cloghroe, accessibility and traffic concerns • Lack of facilities for young people and especially for teenagers. Request MUGA and potential Riverside Park

Summary of Submission and Observation:

• Supports compact growth and sustainable development principles as they are generally linked with preserving the natural environment • Seeks amended wording to strengthen objectives under climate change. • Objective 5.11 to specifically name ‘natural systems’ to help energy efficiency. • Objective 5.16 asking for word change to read: ‘To require development proposals… rather than ‘To encourage development proposals…’ • Amend 5.21 to read: ‘All future applications for development of schemes of 50 or more homes or 1,000sqm of floorspace at the following strategic all locations will be required…’ • To mention the doughnut economy and not just the circular economy. • Need to update Landscape Strategy 2008 • Ask for removal of reinstatement of Ballincollig Weir as these are obstacles to river ecology. • Need to reorientate development to the river lee as a focal point for the city • Asking for Objective to work with farmers and Dept. to support organic or plant-based food production in city • Seeks re examination of proposed Lee flood works considering the environmental impacts of same. • To provide a definition of ‘green space’ within the plan.
