• Request that the southern portion of the lands at Coolflugh, Cloughroe, • Tower be included within a ZO 09 neighbourhood and local centres zoning objective as supported by a Retail Impact Assessment, • with the remainder of the lands remaining identified for future residential use as part of future Strategic Housing Development application. Summary of Submission and Observation:
This submission puts forward a number of concerns to several areas in the plan and how these issues are related to climate action.
• Inclusion of environmental targets in line with the Sustainable Development Guidelines • Recognition for the existential crisis that is climate change • Use housing standards to improve energy efficiency of new build homes • Seek new developments of 100 + units have a bus route for public transport • Social infrastructure must be planned alongside all new major residential schemes • Plan should seek to prioritise reuse of buildings over new builds – to address vacancy and dereliction • Need for redesign of Bishopstown to promote active trave and reduce car dominance • Need for integration of SUDs in public areas and in surface carparking and no more culverting of rivers • Continued further investment in cycle infrastructure, inc. increased cycle mode share in the 4.10 from 4% • Lee to Sea to be included as a core objective in the plan

• Asking for the eastern half of the site be identified to accommodate taller landmark building and density above 220 units per hectare. • Asking to prioritise transport infrastructure near to the site and clarification if any of the lands are required to accommodate such? • Ask that lands to east of slipway are identified as location for taller (c. 15 no. storey) landmark development as a strategic entrance to the city. • This area should be allowed separate access from the east and the proposed density of 200 units per hectare is too low. • Asking CCC to prioritise delivery of the proposed arterial and local streets, as outlined in the indicative transport map.
