Summary of Submission and Observation:

• Draft Plan to include proactive, coherent, comprehensive and flexible policy for outdoor digital advertising and signage, of appropriate scale and nature in the right locations. Request also seeking specific Strategy for outdoor digital advertising as per Dublin local authorities. • Request digital signage / advertising is duly covered within the Draft Plan as is important for business support, public information including road safety and events, and art displays. • Indicates Transport for London’s Guidance for Digital Roadside Advertising (2013) and Institution of Lighting Professionals ‘Professional Lighting Guide 05’is a good reference in light of no specific Irish equivalent. • Proposed policy continues to reiterate that of the previous Development Plan and is not fit for purpose. There is no reference to positive aspects of digital signage. • submission includes example of similar policy incl. display would be controlled to have a maximum luminance that does not exceed 300 cd/sqm at night time, which is approximately 5% of their maximum brightness . The vulnerable to the visual effects of outdoor advertisements can therefore be properly controlled. Outdoor advertisements m ust comply with five ‘standard conditions’. They must: • be kept clean and tidy • be kept in a safe condition • have the permission of the owner of the site on which they are displayed • not obscure, or hinder the interpretation of, official road, ra il, waterway or aircraft signs, or otherwise make hazardous the use of these types of transport • be removed carefully where so required by the planning authority

• Full support of comments and submission of Meitheal Mara in relation to the omission of a Multi-Use Maritime Recreation Hub. • access to blue infrastructure in Marina Park area, and • to support principle of a Multi-Use Maritime Recreation Hub at Marina.
