Summary of Submission and Observation:

• Iarnród Éireann is planning for a major expansion of rail as set out in our transformative 2027 Strategic Plan. We are planning to significantly improve and upgrade our commuter, regional and Intercity offering by providing additional capacity, higher frequency of service and improved journey times across our range of services. • The submission outlines the key improvements and issues of relevance to the update of the Cork City Development Plan. Iarnród Éireann believe that this programme supports the Development Plan’s objective TM12.3 which aims to secure enhanced rail station access and multi modal facilities to include secure, sheltered bicycle sharing facilities bicycle maintenance stations, EV charging, park and pool facilities, car sharing facilities, where appropriate.T • Therefore, the area ZO15 designated Public Infrastructure cannot be fixed to this size at this point and it will be subject to further assessment as part of the Commuter Rail Programme and the development of the Masterplan. • The Development Plan should support the implementation of this Park and Ride Strategy when it is agreed by all parties. Iarnród Éireann supports the Council’s Objective TM12.3 to secure the delivery of Park and Ride facilities where appropriate including at Carrigtwohill and Dunkettle/North Esk.

Cork City Partnership

Summary of Submission and Observation:

• This submission sets out work by Cork City Partnership SICAP consultation in Blackpool and seeks that the issues raised from the consultation be addressed as part of the Blackpool Neighbourhood Centre Regeneration Plan and Development Objectives for Blackpool/Kilbarry outlined in the draft City Development Plan 2022-2028. • If not addressed, it will be difficult to achieve Objectives 10.77 (pg. 415) and • 10.78 (pg. 416), • specifically at Objective 10.77 sections (a), (c) and (d).

Summary of Submission and Observation:

• Baseline of existing population needs to be reassessed for Kerry Pike. • Submission suggests that the figures presented in the Draft CDP in relation to Kerry Pike are incorrect • suggests that clarity around the baseline ‘existing population’ is required, so that the any future proposed developments can be assessed against a clearly defined criterion, rather than an ambiguous limit which will be more difficult to assess
