1.14 is recommended so that the development potential of sites is not constrained pending the preparation of local framework Plans.
Building heights and density The Tall Building strategy should be reviewed to be less prescriptive in terms of the suitability of locations. Modification to the principles set out in paragraph 11.51 is recommended. There is a continued need to provide new housing suitable for families within the city boundary. The submission includes density recommendations: outside the city centre, docklands and public transport corridors: 30-35 dph, and within public transport corridors there should be no upper limit, and densities in the range of 35-50 dph should be considered where it contributes to self-sufficient neighbourhoods. View management framework Recommends amending objective 6.10 to ensure that focus of the forthcoming City Landscape Strategy is on how to facilitate growth within Cork while maintaining a positive landscape character. Development management requirements Recommends amending objective 11.2 to ensure an appropriate housing mix to provide balance to existing areas. Recommends amending paragraph 11.160 to ensure that the provision of community infrastructure within new developments is commensurate to the scale of the development.

Summary of Submission and Observation:
• The submission states that the lands are proposed to be rezoned from Objectives ZO-16 – Mixed Use Development and ZO- 18 – Schools in the Cork City Development Plan to Objective ZO 13 – Education in the Draft Cork City Development Plan 2022- 2028. • The lands subject to this submission should retain and extend their mixed use zoning objective, now referred to as Objective ZO-05 – Mixed Use Development.
