• the ratification by Ireland in 2018 of the United Nations Convention on the Rights of Persons with Disabilities (UNCRPD) which puts obligations on State Parties to ensure access for persons with disabilities to the physical environment and urban and rural transportation. • References in the draft Plan to the 2019 version of DMURS should be replaced with references to the 2020 DMURS Interim Advice Note – Covid-19 Pandemic Response: this includes guidance to ensure that designs align with the principles of universal design, consider Government policy on accessibility for people with disabilities and consult people with disabilities to further appraise measures. • To make public transport fully accessible to people with disabilities requires a ‘whole jo urney approach’ which refers to all elements that constitute a journey from the starting point to destination. The Department encourages the full inclusion of reference 11.226.3 (page 508) of the DMURS Quality Audits – ‘An access audit, as an integral part of the DMURS audit.

Summary of Submission and Observation:
Submission from the Office of Public Works (OPW) sets out various policy additions and changes that should be carried out in relation to Flood Risk Management. Reference is made to PFRA mapping, the Irish Coastal Protection Strategy Study and coastal change, GIS datasets, climate change impacts, flood relief schemes, SuDS, Green and Blue Infrastructure and Nature Based Solutions. The submission states that it is difficult to assess the zonings / sites at flood risk or if the sequential approach has been applied without the land use zoning maps overlaid with the flood zone maps. The submission raises concerns with respect to the justification test carried out in the Strategic Flood Risk Assessment (SFRA) for a number of specific areas and maps, including Maps, 1, 3, 4, 5, 6, 7, 8, 9, 11, 12, 13, 14, 15, 16, 18 and 19 The concerns relate to highly vulnerable uses in Flood Zone A and B, and unless Plan-making Justification Tests for the zonings in question, completed by the local authority, can be satisfied, such uses are not appropriation in Flood Zones A and B.
Adequate justification tests for high risk development zonings have to be carried out satisfactorily for areas that are in flood risk zones. These specific areas are set out in the Maps attached to the submission.
