In particular this submission would like to see this site developed as a community hub aimed at fostering collaborative projects, entrepreneurship and new skills training for the community. • Conflict to be addressed between planed flood relief for the River Bride by the OPW which is directly in contrast with policies set out in the plan to avoid culverting of rivers and landfilling works to safeguard natural habitats. • This submission also requests a ‘Town Centre Health Check’ be carried out for Blackpool under Objective 10.77, this is non material and noted that the TCHC is a Heritage Council programme for rural areas only. • Lastly, this submission seeks that the historical context of Blackpool is protected and preserved as far is achievable under future expansion plans for the area. • Sets out need for new library, ref. section 2.24 is inaccurate as the current facility is a temporary lease. • The delivery of a new library will also conform with section 3.86, 3.56, 3.58, 3.59 & 3.29 supporting sustainable growth and delivering flexible community hub and follows best practice urban design. • A new library is also consistent with objective 3.1 (c) • Seeks to develop a new facility in coordination with the city archives located nearby. • Seeks recognition of the River Bride as an area of natural biodiversity to be protected from inappropriate development. • Conflict to be addressed between planed flood relief for the River Bride by the OPW which is directly in contrast with policies set out in the plan to avoid culverting of rivers and landfilling works to safeguard natural habitats.

Summary of Submission and Observation:

• This submission focuses on initiatives to support climate action which includes their support for increased investment in cycle networks in the city to promote the 15 minute city concept, reduce carbon emission and seeks an increase of the target cycle mode share above 4%. • The submission also sets out their support for the Lee to Sea Greenway and seeks the Council revisit the proposed flood relief projects by the OPW. • Puts forward support for increased investment in cycle infrastructure to reduce carbon emissions and address climate change. • Seeks increase of 4% cycle mode share to encourage uptake in cycling. • Seeks better connection and linking up of cycle lanes to deliver coherent cycle routes across the city. • Supporting the delivery of useable cycle infrastructure is necessary to achieve the 15 minute city concept. • Lee to Sea Green way to be delivered over the lifetime of this plan. • Seeks redesign of proposed OPW flood relief projects in the city, having regard to tidal barriers and more innovative technologies now available.
