Summary of Submission and Observation:
• A Plan or objectives should be prepared for the area around UCC that ensures the development of the area as a strong neighbourhood and includes a clear strategy for the development of student accommodation to serve UCC (in the area and outside), whilst mitigating the impacts of students living in the area. • Objective 3.1: Sustainable Neighbourhoods Strategy – the UCC area should be specifically mentioned as a priority / pilot for this initiative; • Objective 3.6 - Measures need to be devised and implemented to address the extreme imbalance of short- term rentals occupied mainly by students and mainstream families. Students don’t have a stake in the neighbourhood or contribute to its social fabric. Measures to retain and return existing housing stock to family occupancy need to be devised for the benefit of the neighbourhood and the built heritage value of the area. • Objectives 3.5, 3.7 and 3.8 – Purpose-Built Student Accommodation and HMOs – Appropriate measures need to be devised to mitigate the impacts of student accommodation. An engagement process to devise these needs to be led by CCC in partnership with the HEIs, developers / student accommodation owners and communities; • Objective 8.17 / 8.20 / 8.27 / UCC -Mardyke ACA – careful attention needs to be paid to ensuring that the character of this built heritage rich area is not undermined by inappropriate development.

• Increase cycle mode split and reallocate street space from cars to reflect that ambition and create a more attractive city, whilst improving air quality, climate change, traffic congestion and health. • Allocate roadspace for leisure activities also (e.g. Douglas Market). • Seeks: • Increase cycle mode split target; • Reallocate street space from cars to bikes; • Reallocate street space from cars to public realm.
