Summary of Submission and Observation:
• Strongly welcome progress made on achieving a dense, walkable, liveable and diverse city capable of attracting and retaining mobile international talent and positively responding to pre-plan submissions. • The commitment to Compact Growth, The 15-Minute City, Permeability and sustainable transport modes is strongly supported. • The plan objectives are very strong but the plan does not strongly enough support its own core objectives. In particular, in relation to: • Compact growth and refocusing development to the centre of the city, rather than inaccessible suburbs; • Increasing density; • Promoting small-scale infill in inner suburban areas; and • Reducing the intensity of car parking in the city within developments and in the public realm. • Table 2.2: Core Strategy Table 2022-2028 requires significant review to rebalance housing development from greenfield sites to the centre of Cork City (only 7% of residential growth is in the City Centre where demand is greatest); • No reference to the pent-up demand for housing in the City Centre in the Core Strategy or Housing and Community;; • Transport interventions to reduce car parking (e.g. free parking), a citywide 30kph speed limit and traffic reduction by limitation and road pricing.

Summary of Submission and Observation:
• The Planning Authority should amend proposed policies for lands at Farmers Cross and Lenaghmore as they relate to Cork Airport and explicitly acknowledge the presence and importance of over 60 residential dwellings in the immediate area through the delineation of an appropriate development boundary around the settlement. • This area has restrictions on its development through the City Hinterland designation, which is in stark contrast to the proposed development of the airport. • Chapter 10:KGA+NDS to be amend ed with regard to Cork International Airport to ensure that Farmer’s Cross is acknowledged / taken into account and forms part of consultation strategy for stakeholders in relation to airport development; • Map 15 includes 24 Land use objectives but only 22 are included in Chapter 12. This is a very serious omission that must be corrected in Chapter 12 / Map 15. The intention and nature of these proposed land use zonings need defining so that they can be properly understood; • Farmer’s Cross / Leheghnamore to be identified as a Hinterland Settlement in Settlement Hierarchy (Chapter 3) and mapped on Map 15 accordingly (i.e. LUZO changed from ZO21 City Hinterland to ZO1: Sustainable Residential Neighbourhoods);
