Summary of Submission and Observation:
• Strongly support objectives relating to Compact Growth and 15 Minute City. • Have serious concerns about the proposed growth strategy and the distribution of development proposed in Table 2.2. • The greatest demand for housing and commercial development is in the centre of Cork City and that is where development should be targeted as much as possible. • Those people that move to Cork to work want to live and work and spend their leisure time in the City Centre. • Tens of thousands of homes need to be built in the City Centre to meet existing latent demand, let alone future population growth. • It is not credible that only 2ha suitable for development has been identified in the city centre given the level of dereliction, vacant lots, surface car parks and underutilized sites in the city centre. • Failure to develop sufficient suitable accommodation in the city centre will result in thousands of highly skilled international workers leaving the city, the inability to attract new skilled labour and the subsequent loss of international investment. • Table 2.2: Core Strategy Table 2022-2028 requires significant review to rebalance housing development from greenfield sites to the centre of Cork City; • A table is required in Chapter 2 to illustrate the Core Strategy for non-residential (i.e. commercial) development, with a strategy that targets the majority of development at the City Centre.

Summary of Submission and Observation:
• Strongly support objectives relating to housing development, general tone and content. • Cork needs to focus its development strategy on offering an excellent quality of life in the city, with housing and non-residential uses (employment and leisure opportunities) located sustainably and developed to be co- existent and to higher densities with access to walking, cycling and public transport. • The core aim should be focussed on quality of life and liveability. • Objective 3.3: New Housing Supply – the housing targets only provide for additional population. There is a huge latent demand whereby people are making do with over-occupation, hostels, hotels, living a long way out and commuting. The targets need to include an allowance to cater for this need / demand. • Objectives 3.3 and 3.4: A greater emphasis needs to be placed on the enabling the development of infill housing / intensifying lower density areas of the city, including encouraging building houses in gardens of homes or redeveloping whole plots with terraced houses / apartments
