Summary of Submission and Observation:

• Seeks inclusion planning objectives and recognitions for persons with disabilities in the population demographics for the city to illustrate the true extent of social services needed for the population • Suggests a number of recommendations to improve social housing options and access to social housing • Persons with disability should also be accounted for in the economic and employment chapter • Universal and inclusion design should be a core factor in the public realm • Include provisions for disability playgrounds as community facilities and sports facilities • Include objective to address energy poverty and to support affordable renewable energy for all persons.

Summary of Submission and Observation:

• This submission seeks that the Council take into consideration their policy guidance on environmental objectives and should be incorporated through out the plan. • Acknowledges the inclusion of the Cork Harbour Strategic Integrated Framework Plan Initiative in Section 1.22 and seeks clarification whether this will be progressed during the lifetime of the Plan. • In respect of the Environmental Report seeks that mitigation measures are provided where significant effects have been identified – for the sake of clarity and implementation. • Monitoring of both positive and negative effects should be considered. The monitoring programme should set out the various data sources, monitoring frequencies and responsibilities. • Seeks that any future amendments to the Plan are screened for likely significant effects. • Seeks that once the Plan is adopted an SEA statement be prepared, and sent to the EPA, that summarises : • How environmental considerations have been integrated into the Plan; • How the Environmental Report, submissions, observations and consultations have been taken into account during the preparation of the Plan; • • The reasons for choosing the Plan adopted in the light of other reasonable alternatives dealt with; and, • • The measures decided upon to monitor the significant environmental effects of implementation of the Plan. • Refers to • the ESM Webtool which is a publicly available dataset for identifying environmentally sensitive areas. • The SEA WebGIS Tool for public authorities to produce indicative reports on key aspects of the environment. • EPA WFD Application for water quality and catchment data • The EPA AA GeoTool developed in partnership with the NPWS • This submission has attached a copy of the SEA of Local Authority Land Use Plans – EPA Recommendations and Resources for further guidance on SEA.
