[OBJECTIVE 7.1] STRATEGIC ECONOMIC PLANS AND INITIATIVES

Objective 7.1 supports the delivery of a wide range of economic strategic plans and initiatives from local, regional and national stakeholders. On the national front, the overall objective of Ireland’s National Recovery and Resilience Plan (NRRP) is to contribute to a sustainable, equitable, green and digital recovery effort, in a manner that complements and supports the Government’s broader recovery effort. Cork City’s digital strategy aligns with these aspirations. At a regional level, the Southwest Regional Enterprise Plan sets out a 3-year vision for enterprise and innovation across the region up to Q2 2025. Cork City Council is a key stakeholder in the preparation and implementation process for this plan, working in collaboration with industry leaders, other public sector representatives and the higher education sector to deliver jobs growth and specialist clusters within the region. Locally, the Local Economic Community Plan (LECP) 2023-2029 was adopted on 13th May 2024 and will guide the local community and economic development of Cork City up to 2030.

[OBJECTIVE 7.2] SUPPORTING ECONOMIC GROWTH AND DIVERSITY

As for Objective 7.1, this objective also supports the delivery of a range of economic plans and initiatives. The Cork Metropolitan Area Strategic Plan (MASP), included in the Southern Regional Spatial and Economic Strategy (RSES), identifies the need to develop key employment sites in Cork City, including the Docklands, Cork Science and Technology Park and Mahon. Work is progressing on the Cork Docklands Framework Masterplan which includes ambitious jobs targets to drive employment-led growth within this new 147 ha brownfield regeneration site. A number of large office developments have recently been permitted in Mahon in line with the City’s employment growth strategy. The City Development Plan includes Strategic Employment Sites identified in the MASP, including Cork City Centre, Munster Technological University, Hollyhill, Cork International Airport, Tramore Road, Model Farm Road / South City Environs, Blackpool / Kilbarry, Cork University Hospital, University College Cork and Cork Science and Innovation Park.

Since the adoption of the Plan, permission has been granted for a number of high-profile employment uses across the City including at Strategic Employment Sites. These include:

• A new extension at Apple’s European Headquarters in a Strategic Employment Site at Holyhill to facilitate an additional 1,300 jobs. • A new light industry building at Blarney Business Park. • A series of extensions to existing warehouses at Clogheen Business Park. • A new business school for UCC (CUBS) in the City Centre. • A mixed-use scheme in Mahon (Jacob’s Island) including Office and a hotel.

Since August 2022 there have been a number of high-profile office developments completed and occupied in City Docks including 23,000 sqm of offices at Penrose Dock and 28,000 sqm of offices at Horgan’s Quay.
