[OBJECTIVE 7.27] STRATEGIC RETAIL OBJECTIVES
The City Development Plan sets out the retail hierarchy for the city with the City Centre fulfilling a top-tier retail role in the Cork Metropolitan Area as the focus for higher order comparison retail in the wider catchment. There have been no significant new retail developments delivered in the City Centre since the adoption of the Plan, however there has been some retail activity of note on St. Patrick’s Street: • Mango signed a 10-year lease for former vacant Quills Store and is now trading since Q4, 2023. Carroll’s Irish Gifts is now occupying the former vacant Oasis unit and Eason has relocated to an alternative vacant premises on St. Patrick’s Street. • Flannels has taken up occupancy at the former Eason store and offers high end retail comparison and beauty offer over 3 floors spanning c. 1,400 sqm. • The former Debenhams Department Store building remains vacant, however the building was purchased in 2023 and is being renovated with Elvery Sports due to open later in 2024. • Primark received permission in 2023 for a €60 million investment to grow the existing store to c. 5,500 sqm over four floors. The proposed redevelopment and amalgamation of adjoining commercial and retail units will increase the retail floor area to 8,800 sqm, the majority of which consists of existing retail space.
This level of retail sales and activity on Patrick Street provides strong confidence in the City Centre retail market.
In the city suburbs, construction is now complete on an extension to Bishopstown Court Shopping Centre, consisting of the demolition of the western lobby and construction of a 2,000 sqm+ extension. Permission has been granted for changes of uses within existing properties and for new local retail and retail services units as part of several Large Residential Development (LRD) applications to provide local retail units of a scale commensurate to the zoning objective. The table below highlights applications granted for new retail uses within LRD process and other developments of scale:
