[ Cork City Development Plan 2022-2028, Section 15(2) Two-Year Progress Report ]
[OBJECTIVE 7.28] CITY CENTRE
This Objective seeks to protect and enhance the role of Cork City Centre as the primary retail centre in the Cork Metropolitan Area and the region. It seeks to facilitate the continued regeneration and modernisation of existing building stock and supporting appropriate new development, coupled with a range of complimentary residential, leisure, recreational and cultural uses and investment in the public realm. • Regeneration and modernisation: a number of units have been modernised or renovated for new retail use. On primary retail frontages including St. Patrick’s Street this includes Dune, North Face, Mango, Flannels and the new Eason. Elvery Sports is currently renovating the former Roches Stores / Debenhams building and is scheduled to open later in 2024. • New Development: no applications for the development of significant new retail city centre retail space have been lodged since adoption of the Plan. 5 planning applications for the conversion of smaller retail units to leisure and food service activities have been received, three of which have been granted. Further details regarding complementary city centre land uses are addressed under Objective 10.1 below in this report. • Public Realm: significant investment in the renovation of Bishop Lucey Park and the adjacent public realm including South Main Street and Tuckey Street is about to commence. Designs for the upgrade of some key secondary retail streets including Cook, Marlboro and Princes Streets are also underway. See further details related to the Public Realm under Objective 10.12 below in this report.
[OBJECTIVE 7.29] DISTRICT CENTRES AND BALLINCOLLIG URBAN TOWN CENTRE
Possessing a modern town centre with a wide variety of convenience goods stores Ballincollig continues to function as a retail anchor in the southwest area of the city serving a large hinterland. The town struggles in terms of comparison goods offerings and there is significant vacancy in the town centre. Some applications for conversion from retail to residential have been made in the area to the north of main street, and this type of development is supported by the City Development Plan. A town centre health check will commence shortly which will inform actions aimed at re-invigorating the area.
