The sustainable growth and management of Cork City depends on the provision of good quality infrastructure and protecting the environment from pollution. Chapter 9 of the City Development Plan and Strategic Objective 8 seek to ensure the provision of robust, sustainable environmental infrastructure and to protect the environment from pollutants. The SEA Interim Monitoring Report in Appendix 1 addresses these matters in more detail.
[OBJECTIVE 9.7] WATER QUALITY
European Union Member States implement the EU Water Framework Directive through River Basin Management Plans (RBMPs) in six-year cycles. In broad terms, the objectives of the Water Framework Directive are (1) to prevent the deterioration of water bodies and to protect, enhance and restore them with the aim of achieving at least good status, and (2) to achieve compliance with the requirements for designated protected areas. The RBMPs provide an overarching strategy to record, monitor and implement measures that help to achieve the aims of the Directive. In Ireland, the first cycle of the RBMPs ran from 2009 to 2015. The second cycle ran from 2018 to 2021. The Irish Government published a public consultation report phase for the third cycle in July 2022, however, a final plan has yet to be published. Publication of the final version of RBMP is expected in 2024. In February 2024 the European Commission has decided to refer Ireland, and five other countries, to the Court of Justice of the European Union for failure to finalise the revision of their water plans.
The EPA published their report in May 2024 37 which provides an overview of the water quality in the Lee, Cork Harbour and Youghal Bay Catchment. This report is based on data up to 2021 and covers areas both in the administrative area of Cork City Council and some of Cork County Council.
Please refer to Section 4.4 Water of the SEA Interim Monitoring Report and accompanying maps in Appendix 1 for further detail in relation to water quality in Cork City.
