[OBJECTIVE 10.25] MARINA PARK Marina Park Phase 2 contractors have been appointed and the contracted works commenced in March 2024. Marina Park Phase 2 will be the first project to be completed under the Urban Regeneration and Development Fund (URDF), which has been established to support more compact and sustainable development, through the regeneration and rejuvenation of Ireland’s five cities and other large towns, in line with the objectives of the National Planning Framework and National Development Plan. The next phase in the park’s development will extend from the Atlantic Pond to Church Avenue and will accommodate picnic areas, adventure play areas, new paths, a preserved marshland zone and the restoration of several architectural heritage sites. Once complete, the project will deliver high-quality public space and landscaping while protecting and enhancing the natural heritage and biodiversity of the area. The works are expected to be completed in Q3, 2025.

CORK AIRPORT

[OBJECTIVE 10.53] STRATEGIC DEVELOPMENT OF CORK AIRPORT Cork City Council actively engages with Cork Airport and Dublin Airport Authority in relation to the operation of Cork Airport. In a broader context, the mixed industrial and commercial area centred on Tramore Road and Kinsale Road and the N27 – a strategic link between the City Centre and Cork International Airport – has regeneration potential for higher density development, linked to the development of high- quality public transport. This is a longer-term strategic growth area with capacity to contribute to compact growth in Cork City to 2040. Work on a framework plan for this area, covering two strategic landbanks either side of the N40 centred on the Tramore Road, Kinsale Road and N27 area of Cork City, commenced in 2023 and will continue in 2024.

BALLINCOLLIG

TIVOLI

[OBJECTIVE 10.57] SOUTH BALLINCOLLIG (MAGLIN) EXPANSION AREA The Maglin Urban Expansion Area is a strategic land bank of approximately 220 ha to the south of Ballincollig adjacent to the N22. The delivery of housing in this area has been a long-held ambition as a strategic expansion area for the town to accommodate most of the planned population growth in the settlement, in addition to the delivery of new schools, town centre uses, public open spaces and infrastructural upgrades. The ultimate delivery of residential development in this area has been affected by a number of constraints which, since the settlement transferred to Cork City Council in 2019, are in the process of being addressed. The constraints largely revolve around issues of flood risk, sustainable transport and landownership. A strategic flood risk assessment has been completed for these lands and a sustainable transport corridor is close to being identified.

[OBJECTIVE 10.39] PLANNING THE REGENERATION OF TIVOLI DOCKS The National Planning Framework 2040 and Southern Regional Spatial and Economic Strategy 2031 designate Tivoli Docks as a nationally important key growth enabler. Both recognise its regeneration is inextricably linked to the delivery of compact growth in line with the ambitious national population and employment growth targets for Cork City up to 2040. The City Development Plan sets out development objectives and site level plans to enable its long- term regeneration. The Plan’s Core Strategy designates the long-term redevelopment of Tivoli Docks as one of three “City Regeneration Areas” (alongside the City Docks and the City Centre). A series of detailed background studies carried out since 2016, in partnership with Port of Cork Company and other key stakeholders, continue to be progressed.
