The City Development Plan designates the area for significant strategic expansion out to 2028 with a residential capacity of 8,000 people and 1,000 employees and a new employment zone at Rathpeacon with capacity for 4,000 jobs. The framework plan will review the feasibility and infrastructure needs for the realization of the area’s potential, anchored around future planned transport infrastructure for the area and the ecological corridor connecting the Glenamought River valley to the planned northwest park. Cork City Council has carried out significant scoping and baseline work and are currently tendering for consultants for this framework plan.

TOWER [OBJECTIVE 10.72] TOWER PUBLIC REALM STRATEGY The public realm strategy for Tower is at scoping stage, with the 2023 Town Centre Health Check for Tower and Cloghroe feeding into the baseline survey. Cork City Council had sought funding for upgrading pedestrian connectivity between Cloghroe National School and Tower, however due to funding shortfalls this could not be realised in 2024. These planned improvements will remain a priority for 2025. Cork City Council has started works on the Shournagh Drive in Blarney and will do minor works at Monacnappa on the Waterloo Road in Blarney. BALLYVOLANE EAST AND WEST [OBJECTIVE 10.76] BALLYVOLANE FRAMEWORK PLAN This area is identified in the City Development Plan as a strategic city expansion area and is also referenced in the Cork Metropolitan Area Strategic Plan as having opportunities for significant mixed-use regeneration and development. It is proposed tender for consultants for the framework plan in Q3, 2025 and it is envisaged that the framework plan will be completed in Q1, 2026. A scoping report is currently underway to progress this project. BLACKPOOL / KILBARRY [OBJECTIVE 10.79] BLACKPOOL / KILBARRY FRAMEWORK PLAN The primary objective of this framework plan is to provide a robust design framework to guide the future development of North Blackpool / Kilbarry as a sustainable, liveable and resilient new neighbourhood. [OBJECTIVE 10.80] BLACKPOOL NEIGHBOURHOOD CENTRE REGENERATION PLAN Blackpool is a unique area of Cork City that it retains the character and appearance of the original village with important buildings and groups of buildings framing historic streets and lanes. Blackpool has potential to be rejuvenated as the social and economic heart of the northside, especially through re-use of brownfield lands. Work commenced on this plan in 2023 and it is envisaged that the regeneration plan will be completed in Q4, 2024 or Q1, 2025. The objective of this regeneration plan is to provide a collaborative heritage and urban design-led framework for the rejuvenation of the Blackpool Neighbourhood Centre and Architectural Conservation Area. It will focus on identifying a suite of actions and initiatives which promote regeneration of the existing heritage building stock whilst reducing vacancy and dereliction and securing environmental improvements in relation to connectivity and quality place- making in particular. This is intended to serve as a catalyst for the revitalization and improvement of the village and the protection of its important historical and architectural character. The NFP will seek to maximise synergies with related projects including BusConnects in as far as possible.
